The Clean Energy Improvement Program (CEIP) is an innovative financing tool that helps property owners in Alberta make energy-efficient and renewable energy upgrades to their buildings — with little to no upfront cost.

Administered by Alberta Municipalities and supported by participating municipalities like the City of Edmonton, CEIP allows commercial and residential property owners to finance eligible upgrades through their property taxes over time. Energy-Efficient Security Glazing Upgrade – 118 Ave, East Edmonton

In early 2025, ProQual Construction & Innovations Inc. successfully completed a major energy efficiency upgrade for a commercial building located on 118 Avenue in East Edmonton. The project was part of the City of Edmonton’s Clean Energy Improvement Program (CEIP) and focused on improving both the building’s thermal performance and its exterior security.

ProQual worked in close collaboration with Proguard Security Products to design and deliver a custom triple-pane window system that met CEIP energy specifications and provided advanced exterior impact resistance.

Project Scope:

  • Full replacement of all existing windows and frames

  • Installation of custom triple-pane units featuring:

    • Two layers of tempered glass

    • One external-facing polycarbonate safety glazing layer

    • Enhanced thermal performance and break-resistant exteriors

This unique glazing solution ensures that the outer surface of the windows cannot be broken from the outside, significantly improving both security and energy efficiency — a rare combination in commercial retrofits.

Collaborative Innovation:

This project was the result of nearly a year of research and development between ProQual and Proguard. Together, we identified a system that met the CEIP’s energy performance requirements while delivering a high-security solution suitable for high-exposure urban settings.

CEIP Financing Success:

Thanks to ProQual’s CEIP expertise, the building owner was able to secure 90% financing for the project under the Clean Energy Improvement Program, dramatically reducing upfront costs and enabling immediate benefits in energy savings and building security.
